I can't connect my PS4 or other devices

I can't connect my PS4 or other devices because when I try it says they are paused. I go into the app to try and fix it, but these devices don't show. And I can't "unpause" them. I have tried resetting everything, I've also tried uninstalling and reinstalling the app, with no luck.
