Only recordings stored in the Cloud DVR can be access in the Xfinity Steam App and the Xfinity Stream Portal. Recordings stored on the DVR and not on the Cloud DVR will not appear in the app. For more information on cloud DVR we have this really helpful article.

I have the same issue. Only the most recent recorded shows are available. I can not even see any of the older recordings.
