Cable cut from crew working in the street. How to fix?

Hi, 

Today my tenants reported that the internet was cut - literally. Contractors working for Seattle City Light had big trucks doing some work on the street and the internet cable was cut.  I've tried going through the reporting etc. and it's limited multiple choice options that don't let me say what I need. I need someone to come to the house and reconnect it. Simple.
