Consistent 1.5 - 3k ping spikes every 10 minutes for roughly 16 days

I have been having constant issues with my ping randomly spiking to upwards of 3150ms for around 2 weeks now, I have changed modems, all cords, done multiple resets, changed DNS servers, and tried plugging my modem directly into the wall all of which did nothing. I had a technician come over Sunday and replace all the wires outside our house and the issue still happens, they mentioned submitting a ticket for a box truck but I have not seen or heard anything since. I also tried calling monday and a technician said it was a backend routing issue to our router and that it should be resolved in the morning, but the problem still persists 2 days later after more resets. I would really like to know when this will be resolved as I've been relying on my hotspot for a stable connection for far too long now as the spikes make our internet increasingly frustrating to use.
