Deliberately throttling my speed

I have discovered Xfinity is deliberately throttling my speed. 

Any upload over a few MB fails unless I connect to a VPN. 

And recently, my download speeds are around 5Mbps unless I connect to a VPN, where they become 60Mbps. 

This, apparently, is a known tactic by Comcast/Xfinity. 

I will be cancelling my service and posting about this on social media unless this is fixed immediately.
