entire apt building experiences internet outage every day at 144pm for ~20minutes. comcast will not refer me to network support team

entire apt building experiences internet outage every day at 144pm for ~20minutes. comcast will not refer me to network support team

senior technician has checked line from building to street. technician states that the problem is further upstream at the main tap. i cannot get xfinity support to escalate this to the network support team, because the outages autoresolve on their own. 

i'm tired of calling in every day and hearing the same thing. what do i do?
