Extremely slow but consistent speeds

My internet has been very slow for months, downloading games on steam has been a drag compared to when I first got gigabit internet. Streaming is awful. I recently have been running speed tests and my speed is consistently maxed and "capped" at 25mbps. It will not go above this despite paying for a gigabit unlimited plan. Not sure what I am paying for with these speeds.

I've tried troubleshooting, restarting router, restarting modem, trying a different port in the home, wired, wireless, different placement. None of it has helped. The 25 mbps Max even wired makes me believe there is an artificial cap being placed on my network.
