Factory reset not working

I have tried to factory reset my modem.  It simply restarted the router.

Are you holding the reset button in for at least 25-30 seconds ?

@EG​ yes. I hold it until the lights on the back blink.

Hmmm. Ok then you could try to reset it using their Xfinity App.

Scroll down to "Restart your Xfinity Gateway with the Xfinity app".

Still no joy, get it swapped out for another, it may be malfunctioning. Good luck.
