high latency on the Download ever since the outages in early spring and summer

i keep getting latency issues on the download bufferbloat test will have random skyrockets in pings when the load is on the down. I used winmtr and every step is fine except for the Chicago.comcast step which is showing latency over 200. the romeoville step is perfect... whats the deal here. No i don't want a tech to come out to my house for no reason.

This does include some steps to check the signals to your modem and provides some general next steps. You can share your results here after checking, if you would like; just be sure to remove any MAC IDs or IP address information from the image.
