Latency issues and now speed

For 10 months i got 1300 mbps down 40 upload and 12 or 13 ms latency. Then they hooked up a line on top of our road that connects to another road. My latency went to 23-30. They charged me 100 dollars and blamed my equipment. Now as of today my latency to my router is now 47 ms and my speed instead of 1400 down has went down to 1172.96. This is after a planned maintenance and a outage today in my area. This is getting bad. My hotspot with at&t is better than this minus the speed. The customer service goes thru the same old things. restart modem and router. If I could get fiber I would.
