Check their site for official info on any possible local outages here;

Use a cell phone internet service, a public WiFi hotspot, or a neighbor's internet if you need to in order to check it.

Did all that. That’s how I accessed this forum last night. 2 outages in one day for a total of about 5 1/2 hours is about it for me. 

So did it say that they were planned outages ?

No. All it said was network damage and by their outage map it shows the same place every time.
