packet loss, support can't help

Hi- I am a network engineer and I can see consistently 1-3% packet loss on my home circuit which affects video conferencing I need for work. This is via a hardwired connection to the modem. Calling support just results in same playbook- reboot modem, send out a tech, they test the line and its fine, replace modem and on and on. There seems to be no way to escalate to advance network to look upstream which is where I believe the issue is, and I've wasted a ton of time on this. I left a negative survey review and customer success called me back, and then transferred me right back to the level 0 help desk that honestly has no idea what I'm even talking about much less have the ability to help. Who can help me get this to someone who can get this fixed? Its been going on for over two months. Currently have another tech scheduled to come out, which of course won't find anything since they didn't two months ago either.
