You can reboot the gateway through the app.  You can troubleshoot problems with your cable box through the app as well.  If you are using a third party router, you will have to refer to the manual to see if you can restart it remotely.

As @NoNoBadPuppy mentioned, the Xfinity App/portal is the best path to troubleshoot your device, which you can read about here: https://www.xfinity.com/support/articles/x1-reboot-my-set-top-box. This link covers how to reset your gateway: https://www.xfinity.com/support/articles/troubleshooting-your-cable-modem. If you're not connected to the home network, you will be limited to certain actions. Are you having issues with your services you feel is requiring the reset?
