Service Switch with Promotion

I'd like to change my internet plan from 1 Gig to 400 mbps. Through my account online, this would cost roughly $149 per month. However, for new customers there is a promotion for $50 off a month, changing the cost to $100 per month for 1 Year. I've been long time customer and feel frustrated that we aren't rewarded for this loyalty. Is there any way I can get that promotion applied to my account?
