Slow upload speed for gigabit x2 service capped to 40Mb

After upgrading to x2 service and getting Netgear CM3000 modem internet speed increased from ~900 MB (Motorola MB8611) to 1,4GB download.

Upload speed is still capped at 40MB although package states that it should be 200MB.

Tried all standard processes ( rebooting, disconnecting cables etc. .

Please advise how to resolve and get faster than 40Mb upload speed with Gigabit x2 service.
