Unacceptable internet quality 10% of bandwidth

Pay for 400 mbps generally get around 40. All devices. Even hard wired Ethernet. Troubleshooting in app is absolutely useless. Definitely on ISP side that the issue is persisting. It is not worth paying for and considering service cancellation.
