Upload speed drop inconsistent

Having issues with upload speed going to spiking to 0 happens about every 5-10 mins makes doing anything frustrating to be constantly disconnected like this 

Edit:

3rd modem i have changed to and even upgraded internet plan does upload speed just drop on every plan?
