upload speeds 2 Mbps for 1 Gb plan

Why are my upload speeds capped at 2 Mbps when I've signed up for the 1 Gb plan?

I've tried contacting customer support many times. The automated AI keeps saying that my modem needs to be reset which I've done at least 5 times now.  When I unplugged my modem and called, the AI put me on hold (for almost 30 minutes now -- I plugged in my modem 15 minutes ago).

I need to be able to upload large files for my docker images and so what am I supposed to do?

I'm thinking of cancelling the plan and going with another provider that has more sensible support.  I've already spent hours over the last 2 days trying to contact anyone, someone.
