Upload speeds are slow

I have this plan:

Gigabit Plan

Download speeds: up to 1100 MbpsUpload speeds: up to 300 Mbps

I am seeing 1200 to 1300mbps download speeds, so those are fine. But my upload seems capped at 60mbps. I've tested from my router or a wired desktop and seen the same behavior. I've rebooted my modem a few times. I've tried 2 different routers.

I am using the Hitron coda56 modem.

I'm wondering if some artificial cap is set on account where it's not actually set to 300Mbps.
