What is causing "Request timed out."

I've been randomly getting these "request timed out pings" for about a year now. At first, i would lag in my games for a just a few seconds, probably under 10 seconds and then everything would go back to normal. For some games that looks like lag, for other games like mmos, I would sometimes get disconnected and kicked and have to relog in. I've been monitoring the situation with cmd prompt to constantly ping 8.8.8.8 and i would notice every time it lags or i experience these disconnects, there would be like five to six "Request timed out" in a row. 

I recently got a new router last month in hopes to being my step 1 to troubleshoot, to no avail. Replaced my 10+ year old router and I am still experiencing the same issues. I know this may be obvious to some, and what im about to describe is definitely  a new development, is that when i am updating or downloading a game, i notice my ping shoots up and i also am seeing the "Request timed out"

So now, I randomly get requests timed out while gaming and i can also create them by downloading or updating a game, which spikes my ping up so high that i am either getting kicked from the game or my ping shoots to like 5000ms in discord. Attached to this a picture of me pinging 8.8.8.8 and my router ip address. This is what the cmd says when i randomly lag in the middle of a game or attempt to download or update something.

BTW,,, this is ETHERNET. I also downloaded WinMTR and ran that test while i was experiencing a request timed out spike if yall need to see that. I also download a ping app on my iphone and it also shows Request timed out when im connected onto wifi during these "request timed out" mini "outages." I'm currently stuck in the Xfinity Assistant trying to connect me to a live agent. I may have to call tomorrow to set up a technician appointment or maybe ONE OF THEM can message me on here and do me a solid to help me set one up! (:
