Why is there an issue in my area causing internet outtages every 2 weeks?

Literally, every 2 weeks, my internet is out for an "unplanned outtage". EVERY TWO WEEKS!

I called to complain on 4/28 for it being out and here we are on 5/8 and it just came back up after being down earlier.

Why does this keep happening? I am going to switch to Verizon. No one should be paying for this [Edited: "Language"] service.
