wifi/internet is blocking websites - URL, 403 forbidden

I came home from vacation to discover my internet is blocking certain URL's including my bank and Sling TV.  I have no idea why.  I can access the sites using a different IP address.  I have rebooted multiple times trying to get a new IP to no avail.  I cannot get through to a person on the residential line.  If I cannot get this resolved, I am going to leave Comcast after a couple of decades now.  Please advise.

I believe 403 errors always come from the sites themselves, not your internet.  They indicate some kind of permissions mismatch.  

You say you can access using a different IP address but is that all you changed?  If you're are using a different device, then you also have different cookies, etc.  I mention that because I often make a 403 error go away by just clearing my cookies and site data for that site.

@strega7​ Yes, I cleared everything.  Yes, permissions, but why?  My bank, which I also couldn't access through the online link or app thought that there might be a VPN "attached" to the router that triggered the security protocol. I found one on my daughter's phone, which I deleted, but the issue persisted.  It was fixed through swapping out my router with another, which my roommate suggested.  I pay a fortune to rent a modem/router from Comcast, but will purchase my own now.  Comcast was no help in sorting this out and agreed with my suggestion that I switch to Ziply Fiber as they didn't have the expertise in the stores or through customer service to figure this out.  Unbelievable.  For now, I'm staying as it's just easier.  Thanks for replying.
